Ltyentye Apurte to open community-funded skate park
Ltyentye Apurte (Santa Teresa) is driving its own development with the opening of a new, community- funded skate park next to its footy oval on Saturday, 16 September. The event celebrates the vision of Spinifex Skateboards founder Nicky Hayes, who took his idea for the $436,600 park to a community meeting in 2021. Mr Hayes is a member of the Central Land Council-supported working group that invests Ltyentye Apurte's leasing income in projects that benefit the whole community. For the past four years he has run weekly skateboarding workshops at the recreation hall and the basketball court with the Atyenhenge Atherre Aboriginal Corporation and the youth program of the MacDonnell Regional Council.

Over 300 current and emerging Aboriginal leaders converge on Alice Spring
Former NRL champion Sam Thaiday will be among the speakers to address a crowd of 300 current and emerging Aboriginal leaders on Arrernte country. Now in its fourth year, the NT Aboriginal Leadership and Governance Forum is being held at the Alice Springs Convention Centre on 14 September 2023. Highlights from this year's program include an opening address from NT Acting Minister for Aboriginal Affairs Ngaree Ah Kit, panel discussions with emerging and current leaders, a keynote speech from former NRL champion Sam Thaiday, case studies and ample networking opportunities.

Parliament House inspires future students at Work Exposure in Government, Canberra
Parliament House in Canberra became a highlight for Work Exposure in Government (WEX) secondary students visiting from 3-8 September 2023, inspiring some to consider a future in politics, said National Indigenous Australians Agency (NIAA). Among these students was Amelia Devine, a Torres Strait Islander student now living in Terrigal on the NSW Central Coast , who expressed her newfound interest in politics thanks to WEX. 'Because of WEX, I've been thinking about a political career. I had no idea about it, and just seeing Question Time opened my eyes to the fact that they are not always serious and care about injustice and respect,' she said.

Developing a First Nations director pipeline
The Australian Institute of Company Directors (AICD) is proud to announce the launch of the First Nations Director Scholarship Program, a new national initiative aimed at developing Australia's Indigenous director pipeline. The AICD's ambition to develop a targeted program for First Nations leaders has been accelerated by a $1 million grant provided by the National Indigenous Australians Agency (NIAA), which will facilitate the delivery of governance training to 135 First Nations leaders over the coming three years.

Senator Thorpe supports HAFF but criticises missed opportunity for renters and First Peoples
Senator for Victoria Lidia Thorpe supports the deal struck between the Federal Government and Greens regarding the HAFF Bill. The Senator is disappointed that no action is being taken to address the First Peoples housing crisis, despite her meetings with the Minister for Housing and the tireless work of First Nation's housing organisations, including the National Aboriginal and Torres Strait Islander Housing Authority. Senator Thorpe's proposed amendments did not receive support.

Passage of housing reforms a strong step forward
The nation's peak housing and homelessness bodies have strongly welcomed the agreement between Federal Government, the Greens and crossbench to pass laws that establish the Housing Australia Future Fund (HAFF). The $10 billion HAFF will create a pipeline of funding for social and affordable rental housing. The package of laws will also establish the National Housing Supply and Affordability Council as an independent statutory advisory body to plan the delivery of new social and affordable housing. It will also establish Housing Australia as the national housing agency, said Community Housing Industry Association (CHIA), National Shelter, Homelessness Australia and National Aboriginal & Torres Strait Islander Housing Association (NATSIHA).

Now Open: National Justice Reinvestment Program
Aboriginal and Torres Strait Islander Communities are now invited to apply for local justice reinvestment initiatives under the Albanese Government's landmark National Justice Reinvestment Program. The Government has committed $69 million to support up to 30 community-led Justice Reinvestment initiatives as part of the historic $99 million First Nations Justice package. This is the largest commitment to justice reinvestment ever delivered by the Commonwealth. Justice Reinvestment supports First Nations communities and leaders to determine local solutions to divert at-risk youth and adults away from the criminal justice system. It's about community-led and holistic approaches to improve peoples' lives, and strengthen community safety, said Attorney-General Mark Dreyfus and Minister for Indigenous Australians Linda Burney.

Pauline Hanson advocates for transparency and reform in Native Title claims
One Nation leader Pauline Hanson has ignited a robust debate about the need for transparency and reform on Native Title claims. Recently, she called for a 'sunset date' for Indigenous native title claims, sparking intense discussions in the Senate and beyond. Australia's native title system, governed by the federal Native Title Act 1993 and supplemented by state-specific laws, is designed to recognise and protect the traditional ownership of Indigenous lands. However, Senator Hanson's call for a 'cut-off period' and an investigation into the current system's effectiveness has drawn a mixture of support and opposition.

Murray-Darling Basin Authority Communique - September 2023
The Murray-Darling Basin Authority (MDBA) met on 13 September in person on Ngunnawal Country (Canberra). The meeting was chaired by Sir Angus Houston and all members were in attendance. Prior to the Authority meeting, members had a very constructive visit to the Upper Murrumbidgee and were briefed on issues affecting the river by the Australian Capital Territory (ACT) Government, catchment management representatives, local farmers and the Ngunnawal people. Members extended thanks to the ACT Government for organising the visit and for the very informative presentations delivered. The Authority also met with the First Nations Leadership Group who had travelled from Country to meet in Canberra.

WA: Draft Aboriginal heritage regulations released for consultation
Draft regulations have been released for stakeholder consultation on the Aboriginal Heritage Legislation Amendment and Repeal Bill 2023, said WA Minister for Aboriginal Affairs Minister Tony Buti. The Bill will repeal the Aboriginal Cultural Heritage Act 2021 and support a return to an improved Aboriginal Heritage Act 1972. The legislation was introduced into Parliament last month and debate is expected to commence. The Bill proposes a number of targeted and important amendments to improve the Aboriginal Heritage Act 1972, including equal rights of review and requirements to report new information about an Aboriginal site.

NSW: NSWALC welcomes State Government commitment to act on land claims backlog
The NSW Aboriginal Land Council (NSWALC) welcomes the State Government's commitment to act on the land claims backlog in the State. The Premier, the Hon. Chris Minns, spoke on 2GB, where he acknowledged the high number of undetermined land claims, and also the time it was taking for these claims to be determined by Crown Lands. The Aboriginal Land Rights Act 1983 (ALRA) was established to compensate the centuries of dispossession and recognised the enduring disadvantage found within Aboriginal communities. The land claims process provided a compensatory mechanism for the dispossession of land from Aboriginal peoples.

NSW: Transgrid partners with First Nations group to deliver Central West biodiversity project
Transgrid is partnering with First Nations group Muru Mittigar to help protect endangered vegetation for a key biodiversity project in the Central West region. The transmission network identified a non-operational area at Molong substation near Orange as a potential site for a Biodiversity Stewardship Agreement to protect native flora and fauna. Yura Ngura Indigenous Advisory Manager for Transgrid Sherrie Anderson said: 'This project is not only helping protect the environment but is also part of our Stretch Reconciliation Action Plan to work with Traditional Owners to support Indigenous employment.'

WA: State Opposition calls on the WA Government to split Cultural Heritage Bill
'The Opposition has called on the WA Government to split the Aboriginal Heritage Legislation Amendment and Repeal Bill 2023 to allow the immediate repeal of the failed 2021 legislation,' said WA Shadow Minister for Aboriginal Affairs Mia Davies. The call comes as the Opposition has yet to see a single regulation less than one week out from debate, despite a promise from Premier Roger Cook that his Government would be providing ample time for the Opposition to consider the regulations at the same time as the legislation.'

In-language copies of the referendum booklet available
With the delivery of the referendum booklet to all Australian households now finalising, the Australian Electoral Commission (AEC) is reminding members of Australia's multicultural communities that translated versions are available on the AEC website. The booklet contains the official Yes and No cases written by parliamentarians, as well as a four-page AEC guide to participation in the referendum. Copies of the booklet in 34 languages are on the AEC's website. Translations of the booklet in First Nations languages are also progressively being made available on the website. Versions in alternative formats for people who are blind or have low vision are also on the website, or available by calling 13 23 26.

This is our opportunity for positive change,' said the Australian Human Rights Commission (AHRC).

Nursing Peaks Coalition support a yes vote to the referendum on the Voice to Parliament
A First Nations Voice to Parliament protected by the Constitution is a key element of the Uluru Statement from the Heart. Respectful engagement with Aboriginal and Torres Strait Islander peoples and accepting the invitation extended in the Uluru Statement from the Heart is consistent with implementing the call for a Voice in Parliament, said The Australian College of Mental Health Nurses (ACMHN), Drug & Alcohol Nurses of Australasia (DANA), Australian Nursing & Midwifery Federation (ANMF), Australian Primary Health Care Nurses Association (APNA), Council of Deans of Nursing & Midwifery (CDNM), Australian College of Nursing (ACN) and University of Sydney.

VIC: Assembly seeks to engage and unite communities and harness expertise as it prepares for Treaty negotiations
The First Peoples' Assembly of Victoria gathered on Dja Dja Wurrung Country to discuss what needs to happen before Treaty negotiations begin with the Victorian Government. Assembly Co-Chair, Wamba Wamba, Yorta Yorta, Dhudhuroa and Dja Dja Wurrung woman, Ngarra Murray, said discussions about how to ensure the Assembly meets the standards to enter Statewide Treaty negotiations set out in the Treaty Negotiation Framework featured heavily in the agenda. 'We want to make sure all mob know they are welcome and will be part of the Treaty journey.

Overseas during the referendum? Plan your vote now
The AEC is reminding people who will be overseas during the upcoming referendum to plan their vote now. A list of 107 overseas voting centres for the 2023 referendum was published with postal voting or voting at an early voting centre prior to departure also options that are available. Australian Electoral Commissioner Tom Rogers said the service provision for people overseas is the most that has ever been provided for a federal election or referendum in Australia's history.

Our Watch is a national organisation dedicated to the primary prevention of violence against women and their children. Our Watch supports a Yes vote in the Voice referendum as a step towards Aboriginal and Torres Strait Islander voices being heard and valued on critical matters impacting their communities, and in the hope that Aboriginal and Torres Strait Islander women and children's safety is prioritised to prevent violence. Our position on the Voice referendum is part of Our Watch's commitment to addressing the ongoing impacts of colonisation and challenging racism and sexism to prevent violence against Aboriginal and Torres Strait Islander women.

Disability sector rallies support for Voice to Parliament
In an Australian first, the disability sector have come together with First Nations people to launch an Easy Read interpretation of the Uluru Statement of the Heart. The Easy Read statement has been designed by the First Peoples Disability Network in consultation with First Nations people and people with intellectual disabilities. This is an important step to ensure everyone has access to the Uluru Statement and a generous endorsement from large swathes of the disability community. The Minister for the NDIS and Government Services, Bill Shorten welcomed the Easy Read interpretation and commitment from the disability sector for the Voice to Parliament.

The Clean Energy Council (CEC) supports a 'Yes' vote in this year's referendum We recognise that the transition to clean energy depends on working collaboratively and constructively with Traditional Owners of the land on which many renewable projects will be housed. We also acknowledge the opportunity, through these projects, to address injustice and inequity by recognising the wisdom of the world's oldest continuous culture, and ensuring that expertise, opportunity and justice are enabled through dialogue, economic opportunity and service provision. ETU said 'Yes'
The Electrical Trades Union (ETU) is ramping up its campaign for a 'Yes' vote at the coming referendum on a First Nations Voice to Parliament, releasing a new video of rank and file members explaining their support. ETU member, Yunguubadijarri Yanner, is among those who feature. 'I'm voting yes because I believe in the power of collective action and I believe there is no better way to fix an indigenous issue than by the source and voice of its own people,' Yanner said. 'That's why I'm calling on all my brothers and sisters in the ETU to stand together and help make sure our voices are heard and our rights are protected.'

Indigenous Voice Referendum statement
Constitutional recognition of Aboriginal and Torres Strait Islander people is long overdue. The research sector, alongside the wider community, should progress and support recognition, truth telling and reconciliation. The Australian Council of Learned Academies (ACOLA), the convenor of Australia's five Learned Academies, is proud to publicly state its support for the referendum to give the Government the legislative ability to establish a constitutionally enshrined Aboriginal and Torres Strait Islander Voice to Parliament. 'The ACOLA's position reflects our support for the Uluru Statement from the Heart and its members', the Learned Academies, own public support for the establishment of an Aboriginal and Torres Strait Islander Voice to Parliament.'

NSW: The Greens (NSW) postpone Annual General Meeting for Voice Referendum
The NSW Greens (NSW) have resolved to move their AGM which was planned to take place on the weekend now scheduled for the Voice Referendum. The AGM attracts hundreds of members from across NSW who decide on key issues including the election of office bearers and committee members. The AGM was scheduled earlier in the year for the 14th and 15th of October.

VIC: Treaty Assembly slams fake letter and scaremongering
The First Peoples' Assembly of Victoria is urging people to always seek information from trusted sources after discovering that fake letters were being sent to landowners in North West Victoria falsely claiming to be from an Assembly Member. Assembly Member, Wotjobaluk man and representative of the Wotjobaluk, Jaadwajali, Jadwaa, Wergaia, Jupagulk clans, Dylan Clarke, said he was horrified by the discovery. 'We're trying to have constructive conversations in the community and someone is going to extraordinary lengths to poison the goodwill and scare people about all the positive things we can achieve together on the journey to Treaty. It's terribly sad and extremely frustrating,' said Mr Clarke.

VIC: Statement on the Voice to Parliament
Australians will soon be asked to cast a Yes or No vote through a referendum on the First Nations Voice to Parliament (the Voice). 'The National Trust of Victoria would like to provide factual and relevant information to encourage our stakeholders to make an informed decision.' A Voice to Parliament would provide representation and recognition for Aboriginal and Torres Strait Islander peoples in the Constitution. The Voice was proposed in the Uluru Statement from the Heart (2017), to enable Indigenous communities to help inform policy and legal decisions that impact their lives.

Rights at core of Voice Referendum
A referendum in Australia on October 14, 2023, is an important opportunity for Australians to enshrine a First Nations Voice in the country's constitution, Human Rights Watch and the Australian Human Rights Institute at the University of New South Wales said. A new Questions and Answers document addresses key questions on the Voice as they relate to the fulfilment and enjoyment of basic human rights principles. The Voice will be a body representing Aboriginal and Torres Strait Islander people that will give advice to the Australian Parliament and the government on issues that affect them. It will be an advisory body with no legislative or executive power.

The Australian Government is committed to upholding and protecting the rights of Aboriginal and Torres Strait Islander women, children and families to be safe and free from all forms of violence including family, domestic and sexual violence, racial violence, and institutional violence, wherever they live. The Commonwealth, state and territory governments, Aboriginal and Torres Strait Islander representatives and the non-government sector are working together towards the shared goal of ending all forms of violence and abuse towards Aboriginal and Torres Strait Islander women and children.

Burden of avoidable deaths among Aboriginal and Torres Strait Islander people 2018

Every year in Australia, over a million years of life are lost because of premature deaths in the population. This loss is called the 'fatal burden of disease'. Avoidable fatal burden is the fatal burden due to deaths among those aged under 75 that are considered avoidable given timely and effective health care. In 2018, over half (55%) of the fatal burden in Australia was classified as avoidable. The proportion of avoidable fatal burden was higher for Aboriginal and Torres Strait Islander (First Nations) people than for non-Indigenous Australians (64% & 54%, respectively).

These consultations included people with lived and living experience of domestic, family and sexual violence, and women's safety sector stakeholders from government, academia, peak bodies and frontline services.'
