Greater reforms necessary to improve early learning access for Aboriginal and Torres Strait Islander children and families
The Secretariat of National Aboriginal & Islander Child Care (SNAICC) has welcomed the recommendations laid out by the Australian Competition and Consumer Commission (ACCC)'s second interim report into childcare costs and accessibility. The ACCC recommends that the Federal Government take bold and necessary measures to ensure early learning and care are more accessible and affordable for families across the country, SNAICC CEO, Catherine Liddle said that if implemented, the recommendations would make a meaningful difference in improving early learning access and affordability, especially for Aboriginal and Torres Strait Islander families and children.

NSW: $10 million for Aboriginal organisations to Close the Gap
Expressions of interest are now open for Aboriginal organisations to apply for the next round of Community and Place Grants. $10 million funding for the grants, to deliver immediate and tangible on-ground activities to support Closing the Gap, were confirmed in the first NSW Government budget handed down on Tuesday 19 September. In launching the grant round, NSW Minister for Aboriginal Affairs David Harris said Aboriginal controlled organisations could apply for up to $250,000 in funding for new programs, infrastructure, equipment and vehicles. 'Aboriginal organisations know what their communities need to thrive and that is why this grants program is so important,' Mr Harris said.

WA: $8.3 million Mowanjum investment sets foundations for Aboriginal water services
Mowanjum, near Derby, is the first community to receive improved water infrastructure under the WA Government's long-term commitment to raise the standard of water services in Aboriginal communities across Western Australia, said WA Minister for Water Simone McGurk, WA Minister for Aboriginal Affairs Tony Buti and State Member for Kimberley Divina D'Anna. Completed through Water Corporation's new Aboriginal Communities Water Services (ACWS) program, the $8.3 million upgrades have enabled Mowanjum's wastewater treatment plant to become the State's first licensed plant in an Aboriginal community. The community-led project was delivered by an Aboriginal-owned contractor, Kimberley Civil and Drainage.

WA roadmap handed over to reduce the over-representation of Aboriginal children in out-of-home care
A landmark strategy to reduce the number of Aboriginal children in out-of-home care in Western Australia has been handed over to the WA Government. SNAICC and alongside the WA Government, to develop a 10-year Roadmap to reduce the over-representation of Aboriginal children in care. SNAICC CEO Catherine Liddle said more than 200 stakeholders from across the state contributed to the Roadmap, including individuals and family members with lived experience.

NSW: NSW Government backs Koori Knockout
The NSW Government, with an unprecedented 11 NSW government agencies, is supporting the 2023 NSW Aboriginal Rugby League Koori Knockout through a major sponsorship package. This year's event will be hosted by the Newcastle All Blacks (NAB) Aboriginal Rugby League team at Tuggerah on the Central Coast over the long weekend, from 29 September to 2 October, bringing together amateur players through to NRL stars across men's, women's and junior competitions, said NSW Minister for Sport Steve Kamper, Minister Harris and NSW Minister for Families and Communities Kate Washington.

WA: Housing Finance Investment Corporation Aboriginal Cultural Centre Steering Committee (Phase 2) communique 1
Planning for the Aboriginal Cultural Centre (ACC) project has reached another exciting milestone with 8 experienced Aboriginal community members joining the project's Phase 2 Steering Committee, said the WA Department of Local Government, Sport and Cultural Industries (DLGSC). The Phase 2 Steering Committee will oversee the next stage of project development, which includes recommendation of the business case, the preparation of the project definition plan and continued community engagement. The first meeting of the Phase 2 Steering Committee was held on 9 August 2023 where agenda items focused on establishment and governance matters.

CSIRO invests $500K to help Indigenous students pursue futures in STEM
Australia's national science agency, CSIRO, has bestowed more than half a million dollars to the University of Wollongong (UOW) to enable more Aboriginal and Torres Strait Islander students to pursue a future in STEM (Science, Technology, Engineering and Mathematics). The CSIRO Indigenous STEM Scholarship was first established in 2019 with the help of a $30,000 gift from the organisation to support two Indigenous STEM students throughout their studies. The scholarship will now be awarded in perpetuity following a further $500,000 gift from CSIRO. This is part of CSIRO's commitment in supporting the pipeline of Aboriginal and Torres Strait Islander talent.

NSW: Nambucca Heads students lead the way in cultural tourism
The NSW Department of Education has announced that a pilot course is helping secure the future of Gumbaynggirr language and culture on the north coast. The Gumbaynggirr language and culture on the North Coast are a step closer to revitalisation thanks to a dozen Nambucca Heads High School students and their educators. The students have successfully completed a Certificate I Tourism (Aboriginal Indigenous Culture), focussed on Gumbaynggirr land between the Nambucca and Clarence rivers, and inland to the range.

Guidance for agencies to support employee wellbeing during the Voice referendum
On 14 October 2023, Australians will have their say in a referendum to recognise Aboriginal and Torres Strait Islander peoples in the Constitution by establishing a Voice, said the Australian Public Service Commission (APSC). 'As the commentary in the community and public debate continues to intensify in the lead up to the referendum, we understand it may become an increasingly difficult time for staff. The heightened risk of exposure to racism and discrimination directed towards First Nations people will put particular strain on First Nations staff, their families and communities. This impact will be felt beyond the vote and delivery of a result.'

Indigenous children at high risk of being in child labour
Child labour and education exclusion among indigenous children is a direct result of the marginalization of indigenous communities said a new analysis. A new analysis by the International Labour Organization (ILO) reveals that children from indigenous communities face a significant risk of child labour and often don't have access to education. According to the findings, indigenous children face educational disadvantages, making them more vulnerable to child labour. In the studied countries, indigenous children have lower school attendance rates compared to others, especially indigenous girls.

Better opportunities for Aboriginal and Torres Strait Islander Australians
The Federal Government will scope a new First Nations Economic Partnership with the Coalition of Peaks and other organisations to boost labour force participation and improve economic outcomes for Indigenous Australians, said Minister for Indigenous Australians Linda Burney and Treasurer Jim Chalmers. After initial discussions between Treasury and the Coalition of Peaks, scoping work will commence imminently. The partnership will focus on the strengths of Aboriginal and Torres Strait Islander people and community-controlled organisations, opportunities for job creation and translating First Nations' knowledge, assets, interests and rights into tangible, sustainable social and economic benefits for communities.

Support for First Nations doctors
The Australian Government is supporting specialist training for First Nations doctors and medical students with the Australian Indigenous Doctors Association (AIDA) receiving a $900,000 funding boost, said Minister for Health and Aged Care Mark Butler. The AIDA - a not-for-profit peak body representing First Nations doctors and medical students - will use the funding to help deliver equitable access to culturally safe, respectful and responsive non-GP medical specialist training for First Nations people. The funding will also help the recruitment and retention of First Nations doctors who are looking to start or who are currently undertaking non-GP specialist medical training.

Housing and water security investment marks new era for Milingimbi
Residents in the remote community of Milingimbi in East Arnhem can look forward to improved wellbeing and reduced overcrowding thanks to the latest housing investment from the Northern Territory and Australian Governments, said Minister for Indigenous Australians, Linda Burney, Minister for the Environment and Water, Tanya Plibersek, NT Minister for Housing and Homelands Selena Uibo and NT Minister for Environment, Climate Change and Water Security Lauren Moss. A $16 million tender has been awarded to WTD Constructions over 3 years to build 32 new homes and extend a further 32 existing homes for the around 1,200 people living in Milingimbi.

First Nations people must be represented on juries and justice system decolonised
Greens First Nations Portfolio Holder Senator Dorinda Cox has welcomed a recommendation for a national inquiry into the chronic underrepresentation of Indigenous jurors, said WA Greens MLC, Dr Brad Pettitt . A report written by University of NSW researchers and published by the Australasian Institute of Judicial Administration, has highlighted that there is a strong argument to restructure Australian jury representation to affirmatively include First Nations jurors.

Bolstering support for Traditional Owner-led Sea Country management
Maintaining effective and meaningful partnerships with Traditional Owners is essential in protecting cultural and heritage values, conserving biodiversity and enhancing the resilience of the Great Barrier Reef into the future. Thanks to a recent Australian Government funding announcement, the Great Barrier Reef Marine Park Authority (GBRMPA) is proud to be expanding the already successful Traditional Use of Marine Resources Agreements (TUMRA) and Sea Country Values Mapping (SCVM) projects. With ten already accredited TUMRAs along the length of the Great Barrier Reef, this funding will expand the program into new regions and continue to strengthen existing agreements and mapping projects.

Statement
Following several queries, the Productivity Commission has released a short statement clarifying the findings of the 2017 Indigenous Expenditure Report: The IER provides estimates of the levels and patterns of Australian, state and territory government expenditure on services relating to Aboriginal and Torres Strait Islander people. The 2017 Indigenous Expenditure Report is the latest edition of the IER, with the most recent data in respect of 2015-16. The future of the IER is to be considered in the context of reporting under the National Agreement on Closing the Gap (see National Agreement on Closing the Gap | Closing the Gap). At this stage, a further IER has not been scheduled.

Grassroots First Nations dissent to the Voice grows in Canberra
As contention around the Voice to Parliament grows two weeks out from the referendum, around 100 Canberrans will join Black Peoples Union ('BPU') at a speaking and fundraising event in Canberra's Inner North. Local artists have coalesced to donate artworks in support. BPU speakers will discuss the 'Progressive No' grassroots campaign, what they call for instead of Constitutional Recognition, and what non-indigenous people can do to support beyond the referendum. Black Peoples Union a revolutionary organisation aiming to empower Indigenous people in Australia through the pursuit of full self-determination and sovereignty.

Anglicare Australia calls on all Australians to vote 'Yes' following national gathering in Cairns
27 SEP: Anglicare Australia has reaffirmed its commitment to the Voice to Parliament and is urging all Australians to vote Yes at the upcoming referendum. This follows Anglicare Australia's National Conference in Cairns, which heard from strong First Nations voices including Thomas Mayo, Henrietta Marrie, Merrissa Nona, Zhanae Dodd, and David Hudson. 'This referendum is an historic opportunity for justice for First Nations Peoples, and to make the entire country better. Our conversations in Cairns have underscored the importance of this referendum succeeding,' said Anglicare Australia Executive Director Kasy Chambers.

WA: Australia's commissioners for children, guardians and advocates call for a respectful dialogue regarding the Voice Referendum
Australia's children's commissioners, guardians and advocates, a collective group dedicated to safeguarding the rights and wellbeing of children and young people across the nation, are urging all Australians to recognise the profound impact that the Voice Referendum has on all youth, particularly on First Nations children and young people. WA Commissioner for Children and Young People Jacqueline McGowan-Jones, speaking on behalf of the group, emphasised the significance of the Voice Referendum, and stressed the importance of conducting all discussions and debates regarding the referendum with the utmost care, compassion, and mindfulness.

Roy Morgan predicts 'No' will win 'The Voice' referendum; 'No' (44%) well ahead of 'Yes' (39%) as voting set to start
Now 44% (up 8% points since May) of Australians say they would vote 'No' to establish an 'Aboriginal and Torres Strait Islander Voice' at next month's referendum if it were held now - the first time more Australians have indicated to Roy Morgan they would vote 'No' to this proposition. In comparison, only 39% (down 7% points since May 2023) say they would vote 'Yes' and a further 17% (down 1% point) are 'Undecided' on how they would vote. If 'Undecided' respondents are removed the split in favour of the 'No' vote is 53% cf. 47%.

'How could I walk down the street, wondering if each person I passed had decided that I didn't deserve a voice?' These are the words of an Aboriginal elder, talking to a Salvation Army chaplain about the upcoming referendum, said the Salvation Army. During the conversation, the elder shared that he didn't know how he would be able to leave the house if it was a no vote. It's hard to reconcile the very human fear expressed in that quiet moment, with the loud and angry debate Australians are seeing play out in public.

Tech Council of Australia Supports Aboriginal and Torres Strait Islander Voice to Parliament
Following the announcement of the referendum date, the Tech Council of Australia (TCA) Board has confirmed its support for an Aboriginal and Torres Strait Islander Voice to Parliament to be enshrined in the constitution. Kate Pounder, CEO of the TCA said, 'From launch, the TCA has made it a priority to increase diversity within the tech sector. That includes greater participation by Indigenous Australians in tech jobs, and more opportunities for Indigenous founders.' 'Supporting the Voice is consistent with our commitment to improve diversity because it can help empower Indigenous communities to have a greater say in policies and decisions that affect them.'

Voice to Parliament is legally safe
The Law Council of Australia encourages Australians to ensure they are fully informed about the proposed constitutionally enshrined Voice and its implications before the 14 October Referendum. 'The legal profession is uniquely qualified to assist the Australian community to understand this issue,' Law Council of Australia President, Mr Luke Murphy said. 'We have a responsibility, as a profession, to help people fully understand what is being proposed.' The Law Council held a webinar which brought together distinguished legal experts to discuss the proposal to be put to Australians next month and answer questions raised by their colleagues.

NT: Vote YES for The VOICE on 14 October
The Aboriginal members of the Aboriginal Areas Protection Authority (AAPA) fully endorse the proposed Voice to Parliament and call on Territorians to vote 'Yes' in the 14 October Referendum. The referendum question will be : 'To alter the Constitution to recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice. Do you approve of this alteration?' The AAPA is an Aboriginal-led independent statutory authority, and supports the recognition of Aboriginal and Torres Strait Islander people in the Constitution and the creation of an advisory Voice. 'This is a moment of possibility and the promise of a stronger future together,' said the AAPA Chair, Mr Bobby Nunggumajbarr.'

The plan comprises:
- expanding delegated authority across the state, where Aboriginal organisations will be given more control over children in the child protection system.
- more funding for services provided by Aboriginal and Torres Strait Islander community-controlled organisations including Family Wellbeing Services) and the Family Participation Program, and
- trialling Family Caring for Family, in partnership with the Queensland Aboriginal and Torres Strait Islander Child Protection Peak, to increase the number of First Nations children placed with family and/or kin.

This volume sets out the issues and themes identified through listening to the many stories shared with the Royal Commission by a wide range of First Nations people with disability, their families, carers, supporters and communities. It highlights the challenges they face and proposes changes to prevent violence against, and abuse, neglect and exploitation of, First Nations people with disability. The legacy of colonialism continues in the over-representation of First Nations people in criminal justice systems, high rates of institutionalisation and child removals, shorter life expectancies, and economic exclusion.

The Aboriginal Procurement Policy Review Report is now available after extensive stakeholder consultation by NSW Treasury (Treasury). The APP Review Report provides 17 stakeholder recommendations to better achieve the APP objective of growing NSW's First Nations Economy. The NSW Government will consider these recommendations as it develops a new APP that makes it easier for NSW Government and Aboriginal businesses to work together and deliver better outcomes for the Aboriginal community.'

NT: Innovate Reconciliation Action Plan

Four prominent Indigenous Territorians will help guide Power and Water's reconciliation journey and delivery of its recently released Innovate Reconciliation Action Plan. Community leaders Paul Ah Chee Ngala, David Cusack, Sharon Greenoff and Jeanneen McLennnan join four of Power and Water's most senior representatives on a Reconciliation Advisory Committee that met for the first time.
