NITV to broadcast live from the Koori Knockout, one of the largest annual gatherings of Aboriginal and Torres Strait Islander peoples
National Indigenous Television (NITV) and Special Broadcasting Service (SBS) will be at the heart of the Koori Knockout carnival from Saturday 30 September to Monday 2 October. Dedicated to league- loving viewers, the Koori Knockout is rugby league at its best, with approximately 150 teams across the men's, women's and junior tournaments competing for the top prize. NITV and SBS will simulcast full day live match coverage on Sunday 1 October and Monday 2 October, and NITV will host a full day of coverage on Facebook Live on Saturday 30 September.

Monash delivers scholarship boost for Indigenous, low- income and regional students
Monash University will offer over $50 million in scholarships over the next three years for Aboriginal and Torres Strait Islander students and students experiencing economic disadvantage. More than 6000 students will be eligible to study for a university degree under an expanded and diversified Monash University scholarship program. Monash has launched its new scholarship program, Kummargi Yulendj (Boon Wurrung language, translates to Knowledge is Rising), which will better support Indigenous and economically disadvantaged students, including those from regional or remote areas, to undertake higher education.

Government must start to deliver for high-risk Indigenous students
'The Opposition is calling on the Government to urgently deliver equitable funding to high- risk Indigenous students under its Alice Springs community safety package.' said Shadow Minister for Education Sarah Henderson. 'On 30 July 2023, I wrote to Education Minister Jason Clare requesting that he deliver $40.4 million to Central Australian schools to increase school engagement and combat youth crime, as he promised to do. Mr Clare's decision to plug the Northern Territory government's education budget black hole, rather than prioritise Indigenous students most at risk such as those who attend Yipirinya School in Alice Springs, constitutes a blatant broken promise.'

Indigenous Literacy Day
Indigenous Literacy Day is held annually on the first Wednesday of September. This year it's on Wednesday 6 September, said the Australian Industry Group (Ai Group). The Australian Government's Closing the Gap Implementation Plan 2023 has identified several opportunities to close the gap in the area of literacy for First Nations people. The Plan sets the target of increasing the proportion of Aboriginal and Torres Strait Islander children assessed as developmentally on track in all five domains of the Australian Early Development Census (AEDC) to 55 per cent, by 2031.

$1.5 million for a new tool used to screen for Fetal Alcohol Spectrum Disorder
The expansion of a Fetal Alcohol Spectrum Disorder (FASD) screening program will be explored in partnership with community organisations as part of a new National Health and Medical Research Council (NHMRC) project, said Assistant Minister for Indigenous Australians Senator Malarndirri McCarthy. Professor Dianne Shanley of Griffith University and team will partner with community organisations, including Indigenous-led health service providers, to examine whether their Tracking Cube tool can be used in Indigenous health service providers nationwide. The Tracking Cube tool is currently used for screening and supporting children in remote areas at risk of FASD.

Future changes to the Puggy Hunter Memorial Scholarship Scheme (PHMSS)
The Australian Government commits to working in genuine partnership with First Nations people to improve their health and wellbeing outcomes. The Puggy Hunter Memorial Scholarship Scheme (PHMSS) encourages and assists entry-level First Nations students to complete their studies and join the health workforce. The scheme provides support through scholarships, said the Department of Health and Aged Care. In the 2023-24 Federal Budget, the government committed $1 million to support the transition of the PHMSS to a First Nations led organisation. The Australian College of Nursing (ACN) has operated the scheme since 2002.

Codesign and communication support a healthier future
The importance of codesigning First Nations healthcare and health research has been highlighted through insights by 4 researchers from Menzies School of Health Research (Menzies). Published in Insight+, by the Medical Journal of Australia, First Nations researchers Stuart Yiwarr McGrath and Mark Mayo and non-Indigenous researchers Professor Anna Ralph and Dr Vicki Kerrigan share their experiences in how listening and responding to First Nations collaborators changed healthcare and training for the better. This forms part of a series of discussions published by Insight+ which addresses how constitutional change and an Aboriginal and Torres Strait Islander Voice could impact health.

NSW: First Food Equity Symposium held to Close the Gap
With the cost of living on the rise, around 6% of the general population are struggling to access enough nutritious food to support a healthy lifestyle, said NSW Minister for Aboriginal Affairs and Treaty David Harris. For Aboriginal communities, however, this figure rises to an alarming 33%. This is known as 'food insecurity'. Leaders from across government, academia, industry and the community sector have come together to tackle the issue of food insecurity in Aboriginal communities at the first ever Food Equity Symposium in NSW. Aboriginal peoples continue to experience health inequalities and a life expectancy of almost 10 years lower compared with non-Indigenous Australians.

Plan now to support people living with dementia to participate in the upcoming Voice referendum
With the Aboriginal and Torres Strait Islander Voice to Parliament referendum to take place on 14 October, Dementia Australia is calling on people living with dementia, their families and carers to start the conversation now about voting. Dementia Australia CEO Maree McCabe AM said capacity to vote is decision specific. 'It is important that people living with dementia, their families and carers start the conversation now, along with their doctor - if required, to decide together whether they can vote in the referendum, so their status on the electoral roll can be amended, if needed.'

More support for women and children experiencing family violence in Central Australia
Minister for Indigenous Australians Linda Burney and Member for Lingiari Marion Scrymgour announced that the Federal Government is delivering on its commitment to keep women and children safe in Central Australia, with more emergency accommodation beds and improved access to wrap-around support services for families experiencing domestic violence. The Government's $5.6 million investment, part of a $48.8 million community safety initiative, will increase emergency beds and support through Aboriginal Hostels Limited (AHL) and Women's Safety Services of Central Australia (WoSSCA).

WA: Aboriginal Elders residential complex to open in Kununurra
The WA Government has completed refurbishments on a social housing complex of 16 one- bedroom units that will shortly be home to Aboriginal seniors in Kununurra, said WA Minister for Housing John Carey and WA Minister for Aboriginal Affairs Dr Tony Buti. The dedicated complex will encourage cultural connection, reduce isolation, and develop culturally appropriate housing for First Nations peoples in the East Kimberley region. The complex was acquired under the State Government's Spot Purchase Program to house Aboriginal seniors from the public housing waitlist. Kimberley based Aboriginal building group MGC Building and Maintenance Pty Ltd undertook the more than $850,000 refurbishment works.

ACBF Funeral Plans penalised $1.2 million by Federal Court
The Federal Court has ordered a $1.2 million penalty against ACBF Funeral Plans Pty Ltd (in liquidation) (ACBF) for misrepresenting the sale and promotion of funeral expense insurance to Aboriginal people. The Court found that ACBF represented to ACF plan holders that they would receive a lump sum payment of their chosen benefit amount, when in fact they would only be reimbursed for funeral related expenses up to the benefit amount upon production of proof that those expenses had been incurred. Australian Securities & Investments Commission (ASIC) Deputy Chair Sarah Court said, 'ASIC took the case to Court in October 2020 because of the harm we believed this business was causing to Aboriginal people.'

Emerging Aboriginal leaders called to join First Circles Program
The Territory Government supports the ground-breaking First Circles Program, which cultivates the next generation of Aboriginal leaders, said NT Acting Minister for Aboriginal Affairs Chansey Paech. The program is now open to expressions of interest from Aboriginal Territorians who want to be part of next year's program. Supporting this unique program is one of the ways the Territory Government is enhancing strong Aboriginal leadership, governance and capacity, which is fundamental to Aboriginal Territorians driving local solutions and leading the way in local decision making. First Circles Members will attend four workshops in 2024 and be mentored and supported by staff and previous members whilst in the program.

NSW: Misinformation on NSW Land Claims
The Aboriginal Land Rights Act 1983 (ALRA) was established to compensate the centuries of dispossession and recognised the enduring disadvantage found within Aboriginal communities, said the NSW Aboriginal Land Council. The land claims process provided a compensatory mechanism for the dispossession of land from Aboriginal peoples. Since the ALRA was enacted in NSW in 1983, nearly 55,000 land claims have been lodged by NSW Aboriginal Land Council and Local Aboriginal Land Councils (LALCs). A total of 168,438 hectares of land has been granted - to put this in perspective, this is around 0.2% of the state.

The Salvation Army: Referendum spokespeople
'The Salvation Army sees first-hand the social injustices experienced by Aboriginal and Torres Strait Islander peoples, who are over-represented in almost every service we operate across Australia. In 2022, The Salvation Army's homelessness services assisted almost 37,000 people. Of these, nearly one in five (18.6%) identified as First Nations peoples, which is nearly six times higher than the total proportion of the Aboriginal and Torres Strait Islander peoples' population in Australia (3.2%). Our Doorways emergency relief services assisted almost 100,000 people. Of these, nearly one in four (23.5%) identified as First Nations peoples, seven times higher than the total proportion of the Aboriginal and Torres Strait Islander peoples' population in Australia (3.2%).'

Statement of Support for the Voice to Parliament
The Life Course Centre affirms its support for the Uluru Statement from the Heart and its call for a First Nations Voice to Parliament (the Voice) to be enshrined in Australia's Constitution. The Voice is a key element of the Uluru Statement from the Heart, developed through diverse First Nations regional dialogues across Australia. In the forthcoming Referendum, Australians will be asked to vote on an alteration to the Constitution to recognise the First Peoples of Australia by establishing the Voice. Supporting the Uluru Statement from the Heart and the Voice aligns strongly with the Life Course Centre's vision to break the cycle of deep and persistent disadvantage.

The Shadow Minister for Immigration Dan Tehan has reported that Immigration Minister Andrew Giles is flying around Australia campaigning for the Yes vote as the number of failed asylum seekers in Australia passes 75,000 and a Federal Government-commissioned report that recommends action gathers dust. Immigration Minister Andrew Giles should be taking action to deal with the growing asylum seeker problem; instead, he is flying around the country campaigning for the Yes vote. Giles has attended Yes campaign events in Perth, Darwin, Melbourne, and Canberra.

VIC: Statement from John Pesutto on the Voice
After careful consideration, the Victorian Opposition Leader John Pesutto has decided to vote no in the upcoming referendum on the Voice. 'Strongly support Recognition of First Nations people in our foundational document, the Constitution. On the Voice itself, the State Opposition Leader has long adopted a cautious disposition on matters of constitutional amendment. In general, the Opposition Leader supports constitutional change if it is not possible to fulfill the same purpose under our existing constitutional framework. Putting aside whether one supports or opposes the Voice, the State Opposition Leader believes the objectives of the Voice can be achieved without constitutional change.'

'Since the arrival of Europeans in Victoria in the 1830s, First Peoples have been removed from our families and our country and institutionalised at alarming rates as a result of the colonial systems forced upon us. Police and the processes of the criminal law were part of that system with devastating consequences for our people. From the early 'protection' legislation that allowed the government to control and regulate our lives, we have experienced and continue to experience systemic racism, harm and injustice at the hands of the State. Gross human and cultural rights violations occurred which set the pattern for the future.'

NSW: Guidance for Govt sector employees on conduct related to the referendum
NSW Public Service Commission

This year Australians will be asked in a referendum whether they agree to alter the Constitution to recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice to the Australian Parliament. The Public Service Commission has developed guidance to help NSW government agencies and employees navigate their responsibilities and participation in the referendum process. It is important that throughout this process all employees comply with the core values in the Government Sector Employment Act 2013 and uphold their obligations in the Code of Ethics and Conduct for NSW government sector employees.

VIC: Yoorrook for Justice
First Peoples' Assembly of Victoria

The Yoorrook Justice Commission is tasked with establishing an official public record of Victorian First Peoples' experiences of systemic injustice and deter- mining their causes and consequences. The timeline extends from 1788 to the present and includes the role of State policies and laws. This report meets these obligations in relation to the child protection and criminal justice systems. For First Peoples, the child protection and criminal justice systems have long been sites of systemic injustice. The removal of Aboriginal children from their families and the criminalisation of resistance to dispossession were state-sanctioned colonial practices in the lands now known as Victoria. They involved gross human and cultural rights violations
