12 August

Increased support for at risk First Nations families
The Federal Government has committed $44 million in funding to strengthen support for First Nation families and children at risk of entering out-of-home care or already engaged with the child protection system. Indigenous children are almost 12 times more likely to be placed in out-of-home care or connected to the child protection system. The Commonwealth has committed to the Closing the Gap target to reduce the number of Indigenous children in out-of-home care by 45 per cent by 2031. Minister for Social Services Amanda Rishworth said the program recognises the importance of place-based, community-designed support for First Nations families and children.

WA: Transfer of power services in remote WA
The WA Government is transferring responsibility for power and water services in 141 remote Aboriginal communities from the WA Department of Communities to State-owned utilities Horizon Power and Water Corporation respectively, said the WA Department of Mines, Industry Regulation & Safety (DMIRS). The WA Government want to ensure everyone has access to safe, efficient, and reliable power and water services. The transfer is the first step to ensure residents receive the same standard of power and water services as similar sized communities in the State. From 1 July Horizon Power will take network ownership of the transferred remote communities.

QLD: Milestone achieved in progress of business cases for First Nations Cultural Centres
The Queensland Government has confirmed that the development of the business cases for First Nations Cultural Centres proposed for Cairns and Brisbane is a step closer with the appointment of the Project Lead, announced Queensland Minister for the Arts and Aboriginal and Torres Strait Islander Partnerships Leeanne Enoch. Ms Georgina Richters has been appointed by the Department of Treaty, Aboriginal and Torres Strait Islander Partnerships, Communities and the Arts as Project Lead to develop the business cases for the two First Nations Cultural Centres, following a First Nations-led selection process.

11 August

WA: New Aboriginal Ranger Program grants available
Up to $13 million is now available in the latest round of funding for the Aboriginal Ranger Program to support new and emerging ranger programs. The Development Fund is targeted at groups with aspirations to start a ranger program or in the early stages of operating one. The Round 7 grants include up to $150,000 for planning and development, with large grants of more than $150,000 on offer for ranger operations. This new grant round is part of a $83 million State Government investment which has created more than 650 ranger jobs on Country since 2017. Round 7 is the final allocation of funding from the Development Fund, with $10 million allocated last year. Eligible Aboriginal organisations have until October 9 to apply. WA Minister for the Environment Reece Whitby said 'This is a highly successful program proven to benefit both individuals and communities.' WA Minister for Aboriginal Affairs Dr Tony Buti said 'The Aboriginal Ranger Program empowers communities to protect their Country.'

Aldridge Railway Signals named Indigenous Exporter of the Year
First Nations business Aldridge Railway Signals was named Indigenous Exporter of the Year at Supply Nation's Supplier Diversity Awards in Sydney on Tuesday, 8 August. The Indigenous-owned and Indigenous-run business manufactures signals and provides infrastructure to clients throughout Asia. It was just one of the success stories recognised in the annual awards celebrating a prosperous, vibrant and sustainable Indigenous business sector. Managing Director David Aldridge accepted the award, sponsored by the Australian Trade and Investment Commission (Austrade). The 1,200-strong audience at the Connect 2023 Gala Awards Dinner comprised First Nations business owners and corporate and government representatives.

Closing the hearing health gap for First Nations children
The Government is improving the hearing health of First Nations children through the delivery of the Hearing Assessment Program - Early Ears (HAPEE), established in 2019 to reduce ear disease and prevent hearing loss in young First Nations children. This is part of the Government's $100 million investment over four years (from 2022-23) in a range of programs to improve the ear and hearing health outcomes for First Nations children. Minister for the NDIS and Government Services Bill Shorten said the HAPEE program is making a real difference in the early identification of ear disease and hearing loss in young First Nations children. Minister for Health Mark Butler welcomes the results.

Senator Thorpe pushes for stand alone plan for First Nations housing
The Government released its National Housing and Homelessness Plan Issues Paper, and on Wednesday will reintroduce its Housing Australia Future Fund Bill into parliament. Senator Lidia Thorpe has been in negotiations with the government to push for a standalone First Nations Housing and Homelessness Plan and ensure that a response to the First Nations homelessness crisis is a focus of the HAFF package. Senator Lidia Thorpe, Gunnai, Gunditjmara and Djap Wurrung woman and independent Victorian Senator representing the Blak Sovereign Movement said 'We are in a housing and homelessness crisis, and First Peoples are the hardest hit by this crisis.'

First Nations women worst affected by the housing crisis
The number of Aboriginal and Torres Strait women and girls accessing specialist homelessness services has skyrocketed to a record high in the past five years, according to a new analysis that was launched at Parliament House to mark National Homelessness Week. Speaking at an event on Ending First Nations Homelessness in Parliament House, First Nations leaders and Homelessness Australia, with Aboriginal Housing Victoria and the National Aboriginal & Torres Strait Islander Housing Association (NATSIHA) highlight how lack of housing and high rates of homelessness compromise the safety of First Nations women and children's and the broader wellbeing of First Nations families and communities, and identify the solutions needed to end homelessness.

WA: ACH backflip a win for commonsense said Davies
WA Member for Central Wheatbelt Mia Davies
has welcomed the belated reversal of the shambolic Aboriginal Cultural Heritage legislation. 'The decision is a win for commonsense and a win for the local community. I congratulate those that joined the Opposition in holding the Government to account for the shambolic way the legislation and regulations were introduced,' Ms Davies said. 'It was clear the regulations developed after the Act passed were unworkable and unnecessarily complex. This common-sense outcome shows what can be achieved by regional MPs, taking regional issues to Perth and being a hardworking opposition.'

King hit for nuclear waste dump at Kimba
The Australian Conservation Foundation (ACF) has welcomed the Australian Government's decision to fully withdraw the former Federal government's proposal to establish a radioactive waste facility on South Australia's Eyre Peninsula against the wishes of Traditional Owners. Last month the Federal Court ruled in favour of Barngarla Traditional Owners, setting aside former Resources Minister Keith Pitt's declaration of the Kimba site. 'This is a welcome and sensible decision by Minister King and Federal Government to scrap this plan, which it inherited from the previous government and which was inconsistent with international best practice and community sentiment,' said ACF's nuclear free campaigner Dave Sweeney. 'Today's decision is a credit to the tenacity and courage of the Barngarla people, who have been utterly determined to protect their country.'

CLC urges Senate to reject wasteful review motion
The Central Land Council (CLC) calls on the Senate to reject a review that would duplicate existing independent processes that have confirmed the CLC's effective representation of Aboriginal Territorians. 'Northern Territory land councils are among the most-successful and most reviewed organisations in the country and the CLC has demonstrated over and over that we are well-governed, transparent and effective,' CLC chief executive Les Turner said. 'Only two months ago we welcomed an intensive performance audit by the Australian National Audit Office. One of a series of audits of NT land councils to be tabled this year alone.' The National Indigenous Australians Agency also regularly reviews the performance of the land councils.

Greens bill shifts burden to companies to ensure traditional owners are consulted on underwater cultural heritage
Greens Senator and spokesperson for First Nations and Resources Dorinda Cox
is introducing a Private Senator's Bill that requires standards of consultation with Traditional Owners to be developed, ensures they are included as 'relevant people' in the consultation process and ensures that underwater cultural heritage is identified and protected under the environment plan and the offshore project proposals. The Offshore Petroleum and Greenhouse Gas Amendment (Protecting the Spirit of Sea Country) Bill 2023 is designed to ensure that Traditional Owners and knowledge holders are included in the definition of 'relevant people' who must be consulted with.

WA: Laws overturned: Aboriginal cultural heritage legislation replaced
After serious consideration and consultation, the WA Government will repeal Aboriginal cultural heritage laws and restore the original Aboriginal Heritage Act of 1972, with simple and effective amendments to help prevent another Juukan Gorge incident. WA Premier Roger Cook said 'The Juukan Gorge tragedy was a global embarrassment, but our response was wrong, we took it too far, unintentionally causing stress, confusion and division in our community.' WA Minister for Aboriginal Affairs Tony Buti said 'We've listened to the concerns raised and taken the time to assess its impact and find a way forward that is fair, reasonable and responsible.'

WA: Consultation, certainty and clarity the key in new Aboriginal Cultural Heritage laws
Western Australia's peak resources industry body acknowledges the WA Government's decision to restore Aboriginal cultural heritage laws from the 1972 Act, with additional targeted measures and reiterated the need for certainty and a smooth transition across the state following the WA Government's announcement that it will repeal the Aboriginal Cultural Heritage Act (ACHA) 2021. The Chamber of Minerals and Energy of Western Australia (CME) Chief Executive Officer Rebecca Tomkinson emphasised the principles of the ACHA 2021 must be preserved in the Government's decision to replace the current legislation with an amended Aboriginal Heritage Act 1972 (AHA 1972).

WA State Government capitulation on heritage laws a win for common sense and fairness
'The decision to scrap the new, rushed cultural heritage laws is a win for West Australians who were completely ignored and bamboozled by inner-city elites who wanted to take control of private land by stealth,' said Daniel Wild, Deputy Executive Director of the Institute of Public Affairs. The declaration by the Western Australian Government that its position on the rushed, defective, and unworkable laws was untenable, is a win for farming communities who, according to IPA research, are already the most heavily regulated in the nation.

annual flagship event for the Indigenous business sector, Connect, returned to Gadigal Country, transforming the ICC Sydney into a hub of learning, collaboration, and relationship-building. This year's theme - Empowering Indigenous Futures - spoke to the significant political, social and economic changes that have led to greater outcomes for Aboriginal and Torres Strait Islander peoples. In her welcoming address at last night's Gala Awards Dinner, Supply Nation Executive Director, Michelle Deshong, reflected on the monumental historical shift on the horizon, in the upcoming referendum.

The committee advertised the inquiry on its website and invited submissions from relevant stakeholders, including Australian and state government departments and agencies, businesses, industry associations, regional community groups, First Nations organisations and unions. Details regarding the inquiry are available on the committee's website. This report addresses the inquiry's terms of reference by considering Project Iron Boomerang (PIB), which is a proposal to construct a 3300 kilometre rail line between Newman, Western Australia and Abbot Point, Queensland, and construct five steel plants near each end of the line.

2023 Ipsos Indigenous Issues - Australians' perceptions of First Nations Peoples
Ipsos

The majority of Non-Indigenous Australians would support a Voice to Parliament, Ipsos' new Indigenous Issues survey has found. The survey, which was conducted in May 2023 to examine Australians' perceptions of First Nations' Peoples, showed 60% of Non-Indigenous Australians would support a Voice to Parliament; however, only half understand the underlying concept of the proposal. Download the 2023 Ipsos Indigenous Issues Report Changing the date of Australia Day continues to be unpopular, with the majority of Non-Indigenous Australians (59%) disagreeing with a date change, despite the increasing interest in Indigenous issues.

TAS: Draft - Aboriginal Land Amendments Bill 2023
Tasmanian Minister for Aboriginal Affairs Roger Jaensch

Tasmanian Minister for Aboriginal Affairs, Roger Jaensch, has released the exposure draft of the Aboriginal Lands Amendment Bill 2023, following extensive public consultation. Connection to country, and the responsibility to care for it, is central to Aboriginal culture and identity, which is why the Tasmanian Government has prioritised introducing this legislation to improve the way land is returned to the Tasmanian Aboriginal people. 'The Tasmanian Government is committed to returning more land to Tasmanian Aboriginal people. The Review into the model for returning the land highlighted that the current process does not work for all Tasmanian Aboriginal people,' Minister Jaensch said.
