From the Torres Strait to Northern Territory: Keeping languages strong in Northern Australia
Connecting language, technology and environmental management: TSRA Senior Ranger Nelson Gibuma and Malu Kiai Elder on Boigu Photo credit: David Fell courtesy of TSRA Voices from the Torres Strait have helped inform the nation's new language policy launched at the 8th PULiiMA Indigenous Languages and Technology Conference in Darwin this year. The Torres Strait Regional Authority (TSRA) supported its biggest-ever delegation of 26 language leaders, local rangers, linguists, performing artists and cultural advisors. The diverse group of attendees - representing the five island clusters and two traditional language groups from eastern and western clusters Australia's Action Plan for the International Decade of Indigenous Languages 2022-2032.

Vale Esme Timbery, Bidjigal Elder and renowned shell artist
University of New South Wales (UNSW) Sydney has paid tribute to Esme Timbery, a Bidjigal Elder and artist whose decorative shellwork has been exhibited across Australia and internationally. Aunty Esme was regarded as one of Australia's longest practising First Nations artists, with a career spanning more than 80 years. In 2019, after consultation with the La Perouse community, UNSW honoured Aunty Esme by naming a new arts facility in her honour - the first building on the University's Kensington campus named after an Indigenous woman. The Esme Timbery Creative Practice Lab (CPL) is a specialised multi-arts production unit that supports teaching and practice-led research.

NSW: First Aboriginal Languages Week celebrated across the state this October
Aboriginal communities across the state will be celebrating the nation's first ever Aboriginal Languages Week thanks to a new NSW Government grants program. NSW Aboriginal Languages Week, to raise awareness about Aboriginal languages and increase support for language revitalisation, is being held for the first time in NSW from Sunday 22 October to Sunday 29 October. The NSW Aboriginal Languages Trust and the NSW Minister for Aboriginal Affairs and Treaty, David Harris will kick off the first Aboriginal Languages Week with a festival on Saturday 21 October at the National Centre for Indigenous Excellence in Redfern.

Vale Esme Timbery, Bidjigal Elder and renowned shell artist
University of New South Wales (UNSW) Sydney has paid tribute to Esme Timbery, a Bidjigal Elder and artist whose decorative shellwork has been exhibited across Australia and internationally. Aunty Esme was regarded as one of Australia's longest practising First Nations artists, with a career spanning more than 80 years. Federal Opposition oppose expanding Indigenous access to university, as Accord legislation passes Senate
Minister for Education Jason Clare has announced that the Federal Government is opening the door of opportunity for more Australians with the passage of Universities Accord legislation through the Senate. The Higher Education Support Amendment Bill 2023 Bill passed despite opposition from the Liberal and National parties. The Bill delivers demand-driven funding for all Indigenous students to attend university if they qualify for admission to the course. It doesn't mean university is free, students will still pay HECS, but it guarantees a place at university to all Indigenous students who get the marks for the course they want to study.

Greens disappointed as push to extend subsidised postgraduate degrees to all First Nations students defeated in Senate
The Senate has voted down a Greens amendment to the Higher Education Support Amendment (Response to the Australian Universities Accord Interim Report) Bill 2023, to make all First Nations students eligible for Commonwealth-supported places for postgraduate study. Greens Deputy Leader and spokesperson for Education, Senator Mehreen Faruqi, and stakeholders National Aboriginal and Torres Strait Islander Postgraduate Association (NATSIPA) and Council of Australian Postgraduate Associations (CAPA) have expressed disappointment that the Government has voted against closing this critical gap for First Nations students pursuing higher education.

Yes and No voters agree on something - Truth in Advertising
Exit polling conducted on Saturday 14 October 2023 confirmed that both Yes and No voters overwhelmingly support the introduction of truth in political advertising laws, before the next election. 'The Greens have long championed the need for truth in political advertising, and want to see a commitment from the Federal Government to put a stop to the toxic misinformation and disinformation campaigns, like those we witnessed in the leadup to the Voice referendum.' Greens leader in the Senate and spokesperson on democracy Senator Larissa Waters said 'Misinformation and disinformation is a huge problem for our democracy. This was particularly clear during the Voice referendum campaign.'

Boarding options for First Nations students in Central Australia
Minister for Indigenous Affairs Linda Burney, Minister Clare and Member for Lingiari Marion Scrymgour said that the Australian and Northern Territory Governments have directed officials to conduct an assessment of boarding school options and capacity in Central Australia. This will be conducted by the National Indigenous Australians Agency, the Commonwealth Department of Education and the Northern Territory Department of Education. All relevant stakeholders, including the Central Australian Aboriginal Leadership Group, the Central Australian Regional Controller and local schools which may be seeking to establish or expand accommodation options will be consulted.

WA: Bringing community together through culture change
With a background in community services, Thomas Jia has always had a passion for strengthening communities and bringing people together. It's this passion that formed the basis of his business Jarraga, an Indigenous-led organisation that delivers culture and place-based workshops to create meaningful connections between First Nations and non-Indigenous people. A proud Badu Island and Wanyurr Majay man from Western Region of Zenadth Kes and Yindinji Country, Thomas explains the important role the business plays in promoting a culture of inclusion, justice, equity, diversity and inclusion, said the WA Department of Youth Justice, Employment, Small Business & Training.

$30.8 million for health research that listens to Indigenous communities
The Federal Government is working to improve the health of Aboriginal and Torres Strait Islanders through 26 research projects that have all involved First Nations people from the start, listening to the lived experience of people at every stage. These Indigenous-led research projects will share in $30.8 million in funding to help find innovative ways to reduce chronic disease, improve mental health, help people quit smoking and increase resilience in kids, said Minister for Health and Aged Care Mark Butler and Assistant Minister for Indigenous Australians Malarndirri McCarthy.

Organisations reject calls for Royal Commission into Aboriginal Children
Child abuse is a serious crime, which has a devastating impact on children, family and communities. The safety of children should not be politicised or used as a platform to advance a political position. Secretariat of National Aboriginal & Islander Child Care (SNAICC) said that it is frustrating and disappointing to hear the Opposition Leader and Senator Price repeating the same claims and calls they made earlier this year, again with no evidence and no credible solutions.

First homes delivered under $100m NT homelands package
The Federal and Northern Territory governments are delivering on the $100 million Restoring Funding for Homelands program, with families on Central Australia's Utopia homelands returning to refurbished homes. In the remote community of Atheley, about 230 kilometres north east of Alice Springs on Utopia homelands, father and son Charlie and Zachariah have received the keys to their restored homes. It's the first of more than 80 properties to be refurbished under the $100 million program, said Minister for Indigenous Australians Linda Burney, Member for Lingiari Marion Scrymgour and Northern Territory Minister for Aboriginal Affairs Selena Uibo.

Remote housing milestone - 100 homes delivered in 100 days
In a major milestone, one hundred homes have been built in one hundred days in the Northern Territory to help close the gap in housing for Aboriginal Territorians, said Minister Burney, Member Scrymgour, NT Chief Minister Natasha Fyles and NT Minister Uibo. The homes have been jointly funded by the Northern Territory and Federal Governments through the $2.2 billion Remote Housing Investment Package Our Community. Our Future. Our Homes. Families from 20 communities have recently moved into brand new homes in communities from the northeast island of Galiwin'ku, through Jilkminggan and Kalkarindji, to Amoonguna in the south.

WA: Opposition backs repeal of Aboriginal Cultural Heritage Act, as questions remain
WA Opposition Leader Shane Love has expressed his support for the passing of the Aboriginal Cultural Heritage (ACH) Act Amendment and Repeal Bill 2023 and has strongly advocated for its prompt proclamation to bring an end to the protracted and problematic ACH saga. Mr Love highlighted that the increased awareness of Aboriginal cultural heritage and waterway rights has raised concerns among landowners about how the amendments will affect them. WA Shadow Minister for Planning Neil Thomson welcomed the passage of the repeal to the botched and overly prescriptive Aboriginal Cultural Heritage Act 2021 through the Western Australian Parliament.

Reconciliation

Always was, always will be
'On 14 October Australia voted NO. But Aboriginal people in all our Central Land Council (CLC) communities voted YES. In fact, Aboriginal and Torres Strait Islander people all over remote Australia voted YES. The referendum results tell us an important story: We as Aboriginal and Torres Strait Islander people are united. We know who we are. We know what we need. And we know things need to change. But we live in a country that does not know itself. Our people are grieving.'

NSW: Aboriginal trainee ranger wanted on NSW south coast
The NSW National Parks and Wildlife Service (NPWS) is recruiting an Aboriginal trainee ranger to join the Narooma team to care for Country on the spectacular far south coast. NPWS Area Manager Jo Issaverdis said the position is a pathway for a young person from the Yuin Nation to become a full-time, ongoing NPWS ranger. 'We are looking for someone with a connection to Yuin Country who will support the Biamanga Board to deliver park operations on country,' said Ms Issaverdis. 'The trainee will also join our rangers and field teams to learn the practical, hands-on aspects of managing parks,' said Ms Issaverdis.

Roy Morgan predicted for a month Australia would vote 'No' to The Voice; although the strength of the 'No' vote was even greater than expected (60.7% as of October 16, 2023)
Roy Morgan's analysis shows three reasons for the greater than expected 'No' vote:

  • Low turnout - especially among younger people who strongly supported 'Yes';
  • The high 'Undecided' with a large proportion of people only deciding in the voting booth - among those surveyed who had already voted, Roy Morgan found 63% had voted 'No' and only 37% had voted 'Yes'.

'Australia's major Church providers (Anglicare Australia, Catholic Social Services Australia, St Vincent de Paul Society, The Salvation Army, and UnitingCare Australia) remain committed to walking alongside Aboriginal and Torres Strait Islander people toward healing and hope. We reaffirm our commitment to, and support for, the Uluru Statement from the Heart as a generous invitation from Aboriginal and Torres Strait Islander people to all Australians. We know this outcome will raise questions for many Aboriginal and Torres Strait Islander people about what this means for our shared future.'

A Statement from Indigenous Australians who Supported the Voice Referendum
The National Aboriginal Community Controlled Health Organisation (NACCHO) said that recognition in the constitution of the descendants of the original and continuing owners of Australia would have been a great advance for Australians. Alas, the majority have rejected it. This is a bitter irony. That people who have only been on this continent for 235 years would refuse to recognise those whose home this land has been for 60,000 and more years is beyond reason. It was never in the gift of these newcomers to refuse recognition to the true owners of Australia.

'The referendum result does not dissolve The Salvation Army's commitment to empower Aboriginal and Torres Strait Islander people and communities. We remain committed to reconciliation, unity and equity. We will continue to advocate, support and work to make a real difference in the lives of Aboriginal and Torres Strait Islander communities. First Nations people are over-represented in almost every service The Salvation Army operates and much of this is due to structural and entrenched injustice. We understand this is a very difficult time for Aboriginal and Torres Strait Islander people, including our valued staff. The Salvation Army is committed to living a YES future, despite this result.'

A week of silence
'Indigenous leaders who supported the Yes campaign have called for A Week of Silence to grieve and reflect on the referendum result. Science & Technology Australia honours this call. Throughout the referendum campaign, we stood with Science & Technology Australia's (STA) Aboriginal and Torres Strait Islander member organisations and our membership community in support of a 'Yes' vote. We will continue to stand with you in the days, weeks, months and years ahead - and work with you for a better future. We will especially redouble our community's commitment to contribute time, resources and energy to support the work of STA's Indigenous member organisations and Indigenous STEM.'

SNAICC statement on the voice referendum
'The result on the Voice is not what the Secretariat of National Aboriginal & Islander Child Care (SNAICC) worked and hoped for. But this referendum result is not failure, and it does not define us. At SNAICC we will continue to stand up and work for better outcomes for our children. SNAICC respect the stance of the organisations and individuals who have chosen to 'go dark'. At this time SNAICC has made the decision to not stay silent. SNAICC need to take particular care of our young ones.'

Drive for justice and self-determination must continue despite referendum result
The efforts to achieve fairness, truth and better futures for First Nations peoples will continue despite last night's referendum result, according to the CEO of Australia's peak Indigenous business organisation, Supply Nation. Supply Nation's CEO, Kate Russell said the result of the referendum, while profoundly disappointing, was not unexpected. 'There is no way to sugar coat this. Last night's No vote was devastating to the vast majority of Aboriginal and Torres Strait Islander people in this country, however, we were under no illusion of how difficult the task would be,' she said.

Time to tackle disadvantage together
The voices of the Riverina and Central West were heard. Shadow Minister for International Development and the Pacific Michael McCormack said the result is not for celebrating - this referendum result should be seen as a springboard, a line in the sand, to develop effective policies which will make a tangible difference for Aboriginal and Torres Strait Islander people who need it most. The people of the Riverina electorate have voted in line with the majority of the nation to reject the proposed amendment to the Constitution. All but three booths in the electorate - Cowra pre- poll, Parkes East and Parkes West - were supportive for No.

NSW: Referendum result, Treaty in NSW next step
Despite indictactive results of no vote for constitutional recognition of First Nations people and a Voice body in Australia, the NSW Greens remain steadfast and committed to a Truth and Treaty process in NSW. The referendum has caused untold hurt to First Nations communities and action on state-based treaties remains the priority for the Greens under the United Nations Declaration of the Rights of Indigenous People (UNDRIP) to achieve self- determination. NSW Greens spokesperson for First Nations Justice, Sue Higginson said 'The indicative results from referendum show that there is much more work to be done by non-First Nations Australians when it comes to achieving justice in this Country, and in NSW,'

Polling - Misinformation and the referendum
The Australia Institute

New research from the Australia Institute shows more than 60 per cent of 'No' voters are concerned about the misinformation and disinformation that circulated on social media during the referendum campaign, with more than 80 per cent of that cohort wanting to see truth in political advertising laws in place before the federal election, expected in 2025. The findings of the Australia Institute's special exit poll show that an overwhelming nine in 10 Australians support truth in political advertising laws, regardless of how they voted in the referendum or their political affiliations.
