VIC: Marram Nganyin Mentoring Grants open
New and emerging Aboriginal organisations are being encouraged to apply for new grants from the Marram Nganyin Aboriginal Youth Mentoring Program, funded by the Victorian Government. Designed and delivered by First Nations Victorians and tailored to the needs and interests of young Aboriginal people, the program is funded through the $23.4 million Investing Early Where It Matters investment package in the Victorian Budget 2023/24. The new round of grants up to $335,000 over three years continue the Victorian Government's commitment to Aboriginal self-determination. Marram Nganyin translates to 'we are strong' in the Woiwurrung language of the Wurundjeri People, said Victorian Minister for Youth Natalie Suleyman.

VIC: Sports grants for First Nations athletes
First Nations athletes will have more opportunities to compete in the sports they love, with a new grants program aimed at boosting sport participation among First Nations communities, backed by the Victorian Government, said Victorian Minister for Treaty and First Peoples Gabrielle Williams. Victorian Minister for Community Sport Ros Spence launched the latest round of the Aboriginal Sport Participation Grant Program, which provides grants for travel, uniforms, equipment and participation in sports carnivals. The program offers grants of up to $2,500 per junior team and $1,500 per senior team towards travel and accommodation costs for participating in Victorian or national Aboriginal sporting carnivals and tournaments.

Screen Australia and Network 10 announce production funding for six projects through First Facts: First Nations Factual Showcase
Screen Australia's First Nations Department and Network 10 have selected six projects to receive up to $70,000 of production funding through the First Facts: First Nations Factual Showcase for Aboriginal and Torres Strait Islander documentary filmmakers. Launched in February, this initiative is aimed at providing emerging and mid-career filmmakers with opportunities to develop 10-minute documentaries for Network 10. After participating in a workshop in June to develop their projects, six teams have been selected to now move into production. The final documentaries will air on 10 Play and Network 10's social media channels in early 2025.

NSW: $1 million in Aboriginal cultural grants to help Close the Gap
$1 million in grants is now open for Aboriginal Community Organisations to apply to stage events and activities that celebrate and promote traditional and contemporary expressions of Aboriginal culture. Grants from $500 to $20,000 are on offer over two rounds. The grants program is just one of the key initiatives funded in the first State Government Budget with $131.4 million over the next four years to support the continued implementation of the co-developed Closing the Gap initiatives. NSW Minister for Aboriginal Affairs and Treaty David Harris said the program would help deliver a key priority of the Closing the Gap agreement.

SA: Warriappendi School to make fresh start near the Torrens
A renowned school for Aboriginal students will move to bigger and better premises at Thebarton as part of a State Government relocation plan linked to the River Torrens to Darlington Project. From the start of the 2025 school year, Warriappendi School will shift from its current location at Marleston to the refurbished former TechinSA building in Thebarton, making way for construction of the T2D motorway. The school, established in 1980 and attended by about 80 Aboriginal students from across Greater Adelaide, supports the move, said SA Minister for Infrastructure and Transport Tom Koutsantonis and SA Minister for Education, Training and Skills Blair Boyer.

Consultation now open for the next phase of the Australian Curriculum Languages being reviewed
The next phase of the Languages curriculum review is now underway. Australian Curriculum, Assessment & Reporting Authority (ACARA) has released proposed revisions to the Auslan language curricula and the Framework for Aboriginal Languages and Torres Strait Islander Languages for public comment. The Review of the Australian Curriculum commenced in 2020 and while the updated Australian Curriculum, Version 9.0 that resulted was released on a new website in May 2022, the Review's terms of reference provided for the Languages curricula to be reviewed and endorsed in phases.

WA: Aboriginal Advisory Body to help shape future of education in WA
The Government announced the appointment of 10 Aboriginal people to the State's first system-level Aboriginal Advisory Body to advise on the Department's progress towards reconciliation and creating a culturally responsive education system, said WA Minister for Education Dr Tony Buti. The Aboriginal Advisory Body will provide independent advice to the Minister for Education and Director General and will inform the strategic and cultural change required to strengthen education outcomes for Aboriginal students. This will include supporting the creation of learning environments where Aboriginal students can succeed, where their cultural identity, wellbeing and engagement are at the centre of their learning experience, and where culture can thrive.

NSW: Big Mob Day helps build cultural connections
Students from the Carlingford network of schools have enjoyed a unique On Country experience at Muogamarra Nature Reserve north of Sydney, said the NSW Department of Education. The first Big Mob Day brought 51 Aboriginal and Torres Strait Islander students from 15 schools together to build connections and create a sense of belonging. Students participated in age-appropriate activities to learn more about Aboriginal culture, and respect and management of Country. Carlingford West Public Assistant Principal Serena Wright said activities included a short bush walk to explore some of the engravings and culturally significant sites at Muogamarra. Students also participated in stone axe making and weaving workshops.

The Academy is changing the lives of young Aboriginal and/or Torres Strait Islander women across the country by providing them with the tools to succeed in studies and careers related to science, technology, engineering, and mathematics (STEM). And already superstars are emerging in the program like Sam, a young Kamilaroi woman and Year 10 student.

Employment

Gapuwiyak hive of building activity as young apprentice wins award
A housing project is well underway in Gapuwiyak in East Arnhem Land, which has boosted local employment in the region and changed the lives of those community members involved in the projects, said Minister for Indigenous Australians, Linda Burney, NT Acting Minister for Housing and Homelands, Ngaree Ah Kit and NT Member for Arnhem, Selena Uibo. Gapuwiyak is programmed to receive a total of 38 new homes, with 18 already completed. Construction works are being delivered alongside the $8 million contract awarded in May 2023 for a 27-lot residential subdivision in Gapuwiyak. The community has also received extension and refurbishment works to five homes under the Room to Breathe program.

Australian Constitutional Reform important for the improvement of health outcomes for Indigenous Australians
Pat Turner CEO of National Aboriginal Community Controlled Health Organisation (NACCHO) states, 'A Voice and recognition of Indigenous Australians is critical if there is going to be long term sustainable improvements to health outcomes for our peoples. Currently, programs and policies are at the whim of whoever the Minister is and the senior executives of Government Departments. During COVID we were fortunate that our voices were listened to by the then Minister and Dr Brendan Murphy, Secretary of the Department of Health. There were no deaths of our peoples from COVID in the first 18 months.'

Medicare Urgent Care Clinics providers finalised in Palmerston and Alice Springs
The Government is delivering on its commitment to Darwin and Alice Springs residents with the opening of two Medicare Urgent Care Clinics (UCC), said Minister for Health and Aged Care Mark Butler, Assistant Minister for Indigenous Australians Malarndirri McCarthy, Member for Solomon Luke Gosling and Member for Lingiari Marion Scrymgour. From 1 October, the Palmerston UCC at Palmerston GP Super Clinic will open and the Alice Springs Medicare UCC, to be operated by the Central Australian Aboriginal Congress, will open on 1 November 2023. The Medicare UCC will be open seven days a week and offer walk-in care that is bulk billed for urgent care.

VIC: Delivering preventative dental care for Aboriginal Children
The Victorian Government is ensuring Aboriginal children can access vital dental healthcare closer to home by providing more opportunities for Aboriginal health practitioners to take part in preventative dental training. Victorian Acting Minister for Health Gabrielle Williams announced the second round of training grants is now open for practitioners wanting to become accredited in the application of fluoride varnish - a preventative dental treatment that reduces the risk of tooth decay in children by approximately 40 per cent. Dental Health Services Victoria and RMIT University will conduct the training at the Royal Melbourne Hospital in October, aiming to increase access to dental care for Aboriginal and Torres Strait Islander children across Victoria.

Senator Thorpe condemns Premier Dan Andrews' Housing Statement for displacing communities and undermining Treaty negotiations
The Andrews Government has announced a major package of housing investment and reform called Victoria's Housing Statement. Notably, it announces the demolition of very significant public housing estates across the State and the sale of additional public land to developers, expanded schemes for social and affordable housing delivery and minor changes to renters' rights. Independent Senator for Victoria Lidia Thorpe has criticised the package for selling off public land without the Free, Prior and Informed Consent of First Peoples, which undermines current Treaty negotiations.

Enrolment closes soon! Enrol or update your details now
The Australian Electoral Commission (AEC) is reminding all Australian citizens 18 years and older that is the last day to enrol to vote or check or update their details for the 2023 referendum. Australian Electoral Commissioner Tom Rogers said it is the last chance to be ready to vote. 'Don't delay - if you do, you could be one of the very few eligible people out there not ready to vote in the first referendum in nearly a quarter of a century,' Mr Rogers said. 'It'll be the best democratic base for participation Australia has ever had and we want all eligible Australians to be a part of that.'

VIC: Australian-first Aboriginal Healing Unit in a prison opens
In an Australian first, an Aboriginal Healing Unit has opened at the Dame Phyllis Frost Centre (DPFC) providing new culturally safe, community-led and trauma-informed programs for Aboriginal women in custody. Victorian Minister for Corrections Enver Erdogan visited the Centre to open the new unit which includes specially designed accommodation alongside culturally appropriate spaces. The Victorian Government has invested $8.8 million for the new unit and programs which will be delivered by Aboriginal Community Controlled Organisation Elizabeth Morgan House.

Rio Tinto criticised for Juukan Gorge 2.0
Greens Senator Dorinda Cox has criticised Rio Tinto for damaging ancient rock shelters by blasting near the Nammuldi iron ore mine, in the Pilbara, north-west of Tom Price. 'I am deeply disappointed for the local Traditional Owners that Rio Tinto has again damaged important cultural heritage sites and rock shelters that date back at least 50,000 years. Rio Tinto hasn't learned anything from the destruction of Juukan Gorge - this is Juukan Gorge 2.0 and it's simply unacceptable that it has happened again and will likely keep happening unless governments do something about it,' said Senator Cox.

Noongar community leader conducts cultural protest outside the home of Woodside director and former WA treasurer Ben Wyatt
A Ballardong Noongar community leader and Disrupt Burrup Hub campaigner has conducted a smoking ceremony, made an acknowledgement of Country and demanded answers outside the home of Woodside director and former WA Treasurer Ben Wyatt, said Disrupt Burrup Hub. At 10am, Deputy Chair of the Deaths in Custody Watch Committee Desmond Blurton planted the Aboriginal flag on grass outside Mr Wyatt's house, lit eucalyptus leaves and addressed queries to Mr Wyatt about Juukan Gorge and the destruction of sacred Murujuga rock art by Woodside's Burrup Hub. The protest occurred during school hours so Mr Wyatt's family were not present.

Timber giant Samling withdraws lawsuit against Indigenous forest defenders
Two years after Samling filed a defamation lawsuit against Indigenous grassroots organization SAVE Rivers, the logging company has dropped the case, said Bob Brown. The lawsuit was scheduled for trial at the Miri High Court but was cancelled after a last minute settlement. Samling originally sought an apology, an injunction stopping SAVE Rivers from reporting community claims under their #StopTheChop campaign, and damages in the sum of RM5,000,000. The disputed articles and community claims that were the subject of the suit remain on the SAVE Rivers website without edits. They describe the weak community consultations in logging concessions managed by Samling and the company's inadequate handling of community complaints.

Supporting our community: online Social and Emotional Wellbeing Resources during the Voice referendum
The NACCHO and the Australian Indigenous HealthInfoNet have launched a portal that brings together a collection of resources aimed at supporting and reducing social and emotional harms to Aboriginal and Torres Strait Islander people in the period prior and post the Voice referendum. The wellbeing resources have been made freely available on the Australian Indigenous HealthInfoNet website for Aboriginal and Torres Strait Islander people, organisations and Community, including new Pause, Breathe, Connect wellbeing resources developed by The Healing Foundation.

Reappointment of Co-Chairs to the Advisory Committee for Indigenous Repatriation
The Government has announced the reappointments of Ms Christine Grant and Mr Phillip Gordon as Co-Chairs of the Advisory Committee for Indigenous Repatriation, each for three-year terms. Ms Grant and Mr Gordon have jointly served two terms as Co-Chairs of the Committee, playing a pivotal role in the delivery of the Government's Indigenous Repatriation Program to bring First Nations ancestors and culturally significant artefacts and objects home to Country. Minister for the Arts, Tony Burke, said the reappointments ensure the Committee will continue to benefit from the Co-Chairs' deep cultural heritage knowledge and repatriation expertise.

National First Nations Dingo Declaration released
Girringun Aboriginal Corporation, Inaurgural First Nations Dingo Forum

First Nations people from across the country release a 'National First Nations Dingo Declaration', following a two-day forum on Dingoes and their management in Cairns. Over the 15 and 16 September First Nations people from at least 20 different Nations gathered in Cairns for the first of its kind National Inaugural First Nations Dingo Forum. The forum was an opportunity for First Nations people to discuss the cultural and ecological significance of the Dingo, and the way they are currently being managed across mainland Australia. Over the two-day forum over 100 attendees contributed to the creation of the 'National First Nations Dingo Declaration'.

QLD: Submission to Inquiry on Proposed amendments to the Criminal Law (Sexual Offences) Act 1978
Aboriginal & Torres Strait Islander Legal Service (ATSILS)

'In our view, the purported reasons for removing this restriction and thereby limiting the fundamental right of an individual to be presumed innocent until proven guilty do not outweigh the potential harm that removal of the Restriction may cause for a number of reasons which we have sought to outline in this submission. Such include the potentially irreversible harm to an accused's reputation where charges do not proceed or continue to trial or if the accused is found not guilty of the offence; the possible risks of retribution to the victim and/or the accused; and the risk of trial by media.'
